when i see this kind of God gift .. i always think it is like having oil or gold it worth billion of dollar if we know how to monetized what God give us...without destroying the environment...now the tourist did not come and the hotel did not erected so it is better time to study how to maximized profit without harming the area.. this park survived only if the local make money out of it and their life change because of the park then they will be protector of the park.. hence we should be smart to share the money with local.. for example if the park make 100 the fed. get only 35% fed tax and the rest stay with the park and this will develop the park ..
