Why was he unable to establish long-term lasting alliance?

Notwithstanding Horus's flip-flop behavior, is he right in identifying Abiy Ahmeds's untrustworthiness as the main reason that is stopping him from building lasting relationship?

Probably, he completely lost his tribal side of politics, assuming he had one before. That you know breeds enemy in a second.

Abiy plays a zero sum game , 100 % for him & 0 % for his alliance partner . He is a lier & cheater . No one can have a sustainable alliance with this man including his subordinate Ministers which are under him for opportunistic reasons.
