Why was he unable to establish long-term lasting alliance?

Notwithstanding Horus's flip-flop behavior, is he right in identifying Abiy Ahmeds's untrustworthiness as the main reason that is stopping him from building lasting relationship?

Abiy is deeply, deeply scared. The dictator, by being dishonest to all, is not in good terms with anybody - China, Russia, USA, Kenya, Sudan, Eritrea, Amara, Afar, etc, etc ...

Abiy plays a zero sum game , 100 % for him & 0 % for his alliance partner . He is a lier & cheater . No one can have a sustainable alliance with this man including his subordinate Ministers which are under him for opportunistic reasons.

The first bloc is said to include Fano, TPLF, OLA, Eritrea, and the al-Burhan government of Sudan, along with external backers such as Saudi Arabia, Turkey, Egypt, the Federal Republic of Somalia, Djibouti, and others.

The second bloc is said to comprise Abiy Ahmed’s regime in Ethiopia, Sudan’s Rapid Support Forces (RSF), external backers such as the United Arab Emirates, Israel, Somaliland and others.
