This is just a rhetorical statement when it comes to the TPLF in particular; the same applies to OLF-OLA/PP. There is, however, one interesting development here that reflects the implied core of this statement: that is Fano.
Although they pretty much know when Fano started the war against OLF-PP, they gave little to no attention to it (most likely intentionally), much like Abiy Ahmed did. While his arse was badly hurt by Fano and he lost top Oromummaa generals and colonels, the focus has now shifted to Fano - because it has developed into a well-defined organization with a huge army in East Africa.
In short, Fano is the spotlight of this statement.
