There were countries like Bolivia that were actually modeling self reliance like Eritrea, which expelled NGO's in 2006.

Self-reliance was Eritrea's sin. The white imperialists could not tolerate the idea of an African people aspiring to be self-reliant. They had to crush it. And they found the perfect servants in Ethiopia to do their dirty work. Meles Zenawi, leader of Malelit, the Marxist-Leninist League of Tigray, turned coat not only against Eritrea but against himself and became a tool of the imperialists. And now, Abiy Ahmed, instructed to cut his relations with Eritrea, has become another victim of imperialism.
