1) Toleration Policy - Raya
TPLF was tolerated and able to operate and move freely on Raya Alamata Woreda and Raya Azebo Woreda. This toleration policy has now finally backfired as ENDF have been overwhelmed to withdrawal from Raya. ENDF was weakened without Amhara militas and humilated!
2) Conservative Policy - Tselemt
TPLF was not tolerated in Tselemt all forces of TPLF were told to withdraw from Tselemti in return all displaced Tigrayans were allowed to return to Tselemt. ENDF also had Tekeze Zeb Militas operate in Tselemt. Strengthening ENDF
3) Extreme Policy - Welkait/Humera
TPLF was not tolerated at all. ENDF made an alliance with Tekeze Zeb to fight off TPLF. Tigrayans have also refused to return to Welkait until TPLF capture the district. This lead to extremism. But strengthened ENDF the most!
