The fissures have already been created between regional states. Oromuma is deliberately pumping in the city it calls its own and Finfine and Sheger. Most of the country's resources are dumped in this KIllil deliberately.
If the created fissures for ethnic killils become boundaries later, all the investment and public resources will go to you know, I don't have to mention a name. Each state is working for its own atlthough subjugated under the PP/OPDO. Of course Article 39 is there to enable the pull appart.
