To be thorougly seen xenophobic and slow Africa's development, OAU founders decided to fund the organization by punitive taxing of goods/services imported to Africa. The less you import from overseas, the less annual contribution you make to AU. If you do not import nothing like Eritrea, your membership in AU is free. The desired free African does not import from foreigners outside of Africa.
