The individual speaking below is from Kemise, a town located in Wollo, an area inhabited by Afan Oromo speakers. This enclave was established by the TPLF with the aim of weakening the Amhara people. Following the TPLF's removal, this area was allegedly used as a base by Oromo groups, leading to numerous attacks and acts of violence in Northern Shoa over a three-year period.

In Kemise district, the majority of the population is Amhara, though Oromo residents are also present. These Oromo residents are politically active and leaning towards the Wahhabist branch of Islam. They were radicalized by Ahmedin Jebel, an Oromo from the Bale-Arisi region, and Jawar is also said to have actively attempted to enlist their support in efforts against the Amharas.

The attacks on Semien Shoa by this group, carried out with the support of the OPDO-ENDF, led to the formation of the Shoa Amhara Fano. As the Fano movement gained traction across Amhara, the OPDO introduced this individual to establish a Wollo-based political party. The goal of this party is to advocate for Wollo to become a separate region, despite the current Ethiopian constitution's focus on linguistic rather than sub-regional identity for such divisions. The underlying objective was to leverage the Wollo population against the predominantly Orthodox Amharas in Gojjam, Shoa, and Semin Wollo.
