Gebeta Lehager / Prime Minister's Office is pressuring big corporations such as Ethio Telecom, banks, insurance companies and factories to make huge donations. For example, Ethio Telecom has donated 500 million Birr so far. This means, Ethio Telecom will pay 500 million Birr less tax because in tax laws, if you make charitable donations, you will get an amount matching the donations deducted from your taxable profit.

When the tax payable for the year is calculated, charitable donation are treated as allowable expenses for tax purposes and the amount paid as donation is deducted from the tax the company pays. So the Ministry of Revenues የገቢዎች ሚኒስቴር will lose 100s of millions Birr tax that would have been paid. It would not make a difference for the companies. With the donations they are buying (at least ) close relationship with people in charge. They would have paid the money as tax anyway. But the government (Ministry of Revenues) and the public are losing money when these organizations pay donations to Gebeta Lehager. So The Prime Minister's charity is robbing the governments money that would have been paid as tax.

Money paid as tax falls under scrutiny of the Parliament and will be used on education, health, defense, and etc budgets. It seems that you don't even understand the difference between the basic concepts of tax-deductable and tax-replacable but still dare to mix yourself into the internal affairs of a soverign country to spew your venom.

Now my questions are:

How much tax will the regional and federal governments loose when they raised the 1 billion Birr donations (obviously from corporations and government departments)?

How much work will be the Debub Kilili officials have to do to raise the money. How many man-hour paid by the region will be lost on work that should be paid for by Prime Minister's office? Charitable Fund raising is not their core mandate.

The Prime Minister's Charity Raid on £278.4 million Birr Public Funds

8 poor Regions and Addis Ababa Admin donated £278.4 million birr funds that were supposed to be spent on hospitals, schools, health centres, roads etc. Gebeta Lehager will spend the money on parks that are too expensive even to the rich Addis Abebes. The PM's charity is conducting a reverse Robbing Hood. Robbing the poor to spend on entertainment projects to the super rich.

The Fitch downgrade of Ethiopian rating to CCC report say that Ethio Telecom and EA have $3.3 billlion debt to a private creditor which costs around $200 million per year to service. Now some of the questions a sensible person should ask are:

Why is Ethio Telecom wasting 500 million birr on poxy park project when it has millions of dollars interest to pay every year to service expensive debt from private lender?

Do the donations show prudent stewardship of public funds?

Are there any directors who sit on both Ethio Telecom and Gebeta Lehager boards?

"The bulk of Ethiopia's public external debt is official multilateral and bilateral debt. Government and government-guaranteed external debt was USD25 billion in fiscal year 2020 (FY20, which ended in June 2020). Of this, USD3.3 billion was owed to private creditors. This includes Ethiopia's outstanding USD1 billion Eurobond (1% of GDP) due in December 2024, with minimal annual debt service of USD66 million until the maturity; and USD2.3 billion government-guaranteed debt owed to foreign commercial banks and suppliers. Other SOE debt to private creditors which relates to Ethio Telecom and Ethiopian Airlines is a further USD3.3 billion. While this is not guaranteed by the government, it represents a potential contingent liability."
