The discussion was in reference to sovereignty. Eritrea was part of sovereign state called Ethiopia until 1993. All cooperation between the political forces such as EDU, EPRP, OLF, ELF, TPLF, EPLF etc that happened in pre-1993 Ethiopia happened between forces of the then Ethiopia. After Eritrea's official independence, Eritrea and Ethiopia became two sovereign states. That is what Lej Tekle, a lawyer by trade, was trying to justify.
