Like in Tigray, the Russians have two kind of fighters deployed against their adversaries, one is waging war on the ground and executing brilliantly meeting or achieving the goal of the day but the other fighter so called decision makers at the top are confused and do not know what to do with the tools available for them. They talk great deal about them but they do not know even where they stored them to use them when they are needed.
