The presence of Ukraine's battle-hardened army within the EU could strengthen Europe's defense autonomy, according to Ukrainian Prime Minister Denys Shmyhal.

He stated this in an article for Politico [url/https://www.politico.eu/article/ukraine ... ithout-us/[/url], according to Ukrinform.

"Ukraine's battle-hardened military could become an alternative to the U.S. army, which currently has over 65,000 troops in the EU, its largest deployments stationed in Germany, Italy and Spain. In addition to its practical significance, this decision could strengthen relations with the U.S., as Washington increasingly questions the need for its military to be stationed overseas," Shmyhal wrote.

He added that Ukraine's accession to the EU would mean that the Ukrainian Armed Forces could form the backbone of a united European army.

"By agreeing to Ukraine's accession, EU countries wouldn't just be expanding their own borders and boundaries. They would be gaining reliable defenders with extensive military experience, ready to be the first to take a hit not only from Russia, but from other possible military and political groups on Europe's eastern borders," Shmyhal said.

Ukrainian President Volodymyr Zelensky earlier told The Guardian that without the Ukrainian army, Europe would be left vulnerable to total occupation. He noted that Ukraine has 110 combat brigades, compared to Russia's 220, while Europe currently fields only about 82 combat brigades.

Fire breaks out at industrial enterprise in Russia following drone attack

On the night of February 15, Russia was attacked by drones, which caused a fire at an industrial enterprise in the Kaluga region.
This was announced by Kaluga region Governor Vladislav Shapsha on Telegram, Ukrinform reports.

“An unmanned aerial vehicle (UAV) crashed on the territory of an industrial enterprise in Dzerzhinsky district, causing a fire in one of the buildings. Fire and rescue crews, along with an operational group, arrived at the scene,” he said.

Preliminary information indicates that there were no casualties
The SHOT Telegram channel, citing eyewitnesses, reported four to five explosions around 6 a.m.

Explosions were also heard in Volgograd. Local residents reported that air defenses were activated in the area of the refinery, according to Astra. Volgograd Region Governor Andrey Bocharov said that all the drones were destroyed and the debris caused a small fire in the industrial area, which was quickly extinguished.

In the morning, Russia’s Federal Agency for Air Transport announced temporary restrictions on the arrival and departure of aircraft at the airports of Astrakhan, Vladikavkaz, Volgograd, Grozny, Kaluga, Saratov and Ulyanovsk.

As reported, the Defense Forces of Ukraine hit the Saratov oil refinery on the night of February 11.

Ukrainian drones strike Ryazan refinery for third time this year

In the Ryazan region of the Russian Federation, a fire broke out at the Ryazan Oil Refinery after a drone attack on the night of February 24.

This is reported by the Nastoyaschee Vremia, Ukrinform reports.

The head of the Ryazan region, Pavel Malkov, reported a fire “at one enterprise” due to the fall of drone debris, but did not specify which one. According to Malkov, air defense systems destroyed two drones over the region.

According to Malkov's preliminary data, no people were injured.

Russian telegram channels, citing eyewitnesses, report on the strike on the Ryazan oil refinery. In particular, the Baza telegram channel reported that the fire started near the refinery.

Astra, citing local residents, wrote that explosions were heard in Ryazan near the refinery.

In total, the Russian Ministry of Defense reported allegedly 22 drones shot down overnight: two drones in the Ryazan region, 16 drones in the Orel region, three in the Bryansk region, and one drone over the annexed Crimea.

The head of the Center for Countering Disinformation at the National Security and Defense Council, Andriy Kovalenko, confirmed the attack on the Ryazan refinery, which he said is one of the largest in Russia, on his telegram channel.

“The refinery's processing capacity is 17.1 million tons of oil per year, making it one of the five largest refineries in Russia. It produces gasoline, diesel fuel, aviation kerosene, fuel oil and petrochemicals. A special role is played by aviation fuel, which is critically important for the front-line aviation of the Russian army and strategic long-range aviation that strikes Ukraine,” Kovalenko wrote.

Zelensky outlines five steps to achieve just peace this year

This year must mark the beginning of a real and lasting peace. President Volodymyr Zelensky outlined five steps that could bring it closer.
The Ukrainian leader made this statement in his opening remarks at the Support Ukraine summit in Kyiv on Monday, Ukrinform reports.

"This year must be the year when a genuine and reliable peace begins. Putin will not grant us this peace, nor will he give it in exchange for something. We must achieve peace through strength, wisdom, and the unity of our cooperation. Peace cannot simply be declared within an hour, or in a day -- today, tomorrow, or the day after. Unfortunately, that is the reality," Zelensky said.

He said that he had handed U.S. Special Envoy for Ukraine and Russia Keith Kellogg a document listing all the instances where Russia violated ceasefires, with specific dates. "That is why peace can only be the result of well-calibrated diplomacy and absolutely clear security guarantees," Zelensky said.

He also outlined five steps that could bring real peace closer.

The first, according to Zelensky, is that Ukraine and Europe must be at the negotiating table.

"The war is being waged against Ukraine, so Ukraine must be at the negotiating table together with Europe. After all, Russia's strategic target is precisely Europe, the European way of life. This means that Europe's security and future cannot be decided without Europe," Zelensky said.

Secondly, the president believes that ending the war must begin with steps that restore trust --- such as the release of prisoners.

"Russia must release Ukrainians. Ukraine is ready for an 'all-for-all' exchange, and this is the fair solution," he said.

The third step, according to Zelensky, is NATO membership.

"Ukraine, along with many others in the world, asserts that NATO is currently the simplest, cheapest, and most reliable way to ensure peace and stability in Europe. And this is indeed the case. NATO is an already existing and effective security system that has worked for decades and has prevented wars even in places where it shares a border with Russia. We must be honest: Ukraine deserves not only EU membership but also the security guarantees that NATO provides," he said.

If NATO membership remains closed to Ukraine, Zelensky said, "we will have no choice but to build NATO in Ukraine."

"This means securing the necessary funding, military contingents, and defense production to guarantee peace. Can we do this alone? No," he said.

"We already have 28 security agreements with partners, including nearly all those participating in today's meeting. These are very clear commitments that strengthen Ukraine. They include defense, financial, and political agreements that primarily serve to prevent this war from expanding. We must build on what we have agreed upon at the bilateral level -- more defense production, greater financial resilience, more technological cooperation, and, most importantly, measures that directly protect human lives, such as strengthening Ukraine's air defense," Zelensky said.

He said that Ukraine is laying the foundation for a new European air defense shield.

"Every commitment regarding air defense is critically important. Based on this initial foundation, we must work together to create an effective security guarantee system for a just and lasting peace in Ukraine and all of Europe," Zelensky said.

The fifth and final element, he said, is the necessity of unity.

"Right now, we must do more than yesterday, support each other more than ever before, so that by the end of this year, we can say: we did everything we could and had to do -- and here is peace," Zelensky concluded.

The Support Ukraine summit, attended by Zelensky, is taking place in Kyiv on Monday. It brought together leaders from Latvia, Lithuania, Estonia, Spain, Canada, Finland, Denmark, Iceland, Norway, and Sweden, as well as the OSCE Secretary-General, the French Minister for European Affairs, European Commission President Ursula von der Leyen, and European Council President Antonio Costa.

Russia needs pause in hostilities to “work on mistakes” - Budanov

Russia will not stop in achieving its strategic goal because it lacks Ukraine for the existence of its empire, says Lieutenant General Kyrylo Budanov, Chief of the Defence Intelligence of Ukraine.

According to Ukrinform, this is stated on the DIU website.

During a discussion at the Yalta European Strategy conference, Budanov emphasized that in the Russian understanding, three states are needed for the existence of an empire - Russia itself, Belarus and Ukraine.

“Ukraine is missing - without it, the existence of the Russian empire is impossible. Therefore, it will not stop,” Budanov emphasized.

According to him, Russia understands that it is unrealistic to quickly achieve a strategic goal by military means.

“I will not say some incomprehensible things about Russia failing, about everything being bad, it is not so. They are moving forward. This movement is not so significant, not enough to quickly achieve the strategic goal. That's why they need a pause,” Budanov said.

“They need to restore their strength, to do “work on mistakes”, to try to destabilize the situation here inside to the end, and then they will have a new window of opportunity to achieve their strategic goal,” Budanov explained.

He emphasized the crisis of international law: it “failed to prevent war crimes in the center of Europe.”

“Terrible things are happening in the geographical center of Europe. People are being forcibly resettled. People living under occupation. There are millions of them. Hundreds of thousands of people are suffering from the war. Wounded, killed, tortured. Concentration camps exist. All this exists. Yes, they (the Russians) do not call them 'concentration camps' - they are just prisons, but the same thing happens in them,” Budanov emphasized.

“How many people died in captivity. These are huge numbers. Every day, missile and drone strikes kill ordinary people. There is a small percentage of military there. Look at the targets where they arrive - what military targets can there be in a kindergarten or a shopping center? This is all happening in the center of Europe. For three years, everyone has seen the full-scale process, for 11 years, everyone has seen it happening. So where is international law? Is it sleeping? Or maybe it never existed?” Budanov asked.

DIU Chief: Russia’s professional army was wiped out before 2023, now relies on mobilized troops

The professional army of the Russian Federation was destroyed in the Russian-Ukrainian war by 2023, and now Russians are fighting with mobilized military.

This was reported in an interview with Ukrinform by Kyrylo Budanov, head of the Defense Ministry's Main Intelligence Directorate.

“How would I assess their current condition? Their professional army was wiped out sometime before 2023, and since then Russia’s been deploying mobilized personnel. Although formally they are all contracted soldiers, the approach is the same. They recruit someone, and in two weeks max they are already at the frontlines. They bet purely on numbers,” he said.

Budanov also admitted that the Russians are “moving forward” at the front, but not at the pace they expected.

“Just look at the war map we saw was on February 21, 2022, and the one we see today. To say that they haven’t achieved anything would not be true. They are advancing, but this is absolutely not the pace they were counting on. Indeed, we managed to hold them back in most areas, and in certain areas they permanently have gains. So they – quite correctly – understand that this war is a disaster for them, as it is for us, too, but they do have capabilities to move forward,” the DIU chief said.

Budanov added that the human potential and mobilization resources of the Russian Federation allow them to advance at the front.

Speaking about the future goal of the Russian Federation, the head of the DIU said that it remains unchanged [seizing as much Ukrainian land as possible], but the fact that “Kyiv in Three Days” turned into the third anniversary of the full-scale invasion shows that “something went wrong.”

In particular, the battles in Hostomel, Moshchun, and Irpin at the beginning of the full-scale invasion prevented Russia from implementing the plan of the special military operation “Kyiv in Three Days.”

As Ukrinform reported, the defense of Kyiv lasted from February 24 to April 2, 2022.

Russia attacked the capital with columns of armored vehicles from three directions. The resistance of the Armed Forces thwarted these intentions. The enemy troops gained a foothold on the Makariv-Horynychi-Bucha-Demydiv line.

Ukrainian forces destroy Russian ammunition depot, strike Ilsky oil refinery

At night, on February 28, the Ukrainian Defense Forces destroyed a storage facility containing thermobaric ammunition belonging to Russian occupiers near Selydove in the temporarily occupied territory of Donetsk region. They also struck the Ilsky oil refinery in Russia's Krasnodar territory.
The General Staff of the Armed Forces of Ukraine reported the operation on Facebook, according to Ukrinform.

"Overnight, on February 28, Ukraine’s Defense Forces destroyed a storage facility containing thermobaric ammunition belonging to Russian occupiers in the temporarily occupied territory of Donetsk region, near Selydove," the post reads.

Additionally, the Ukrainian forces targeted three other key Russian military sites, including the Ilsky oil refinery, which plays a role in supplying the Russian army. The results of the strikes are currently being assessed.

Russia unable to win arms race with Europe – Tusk

Russia will lose the arms race to Europe, just as the USSR once lost it to the West.

This was stated by the head of the Polish government, Donald Tusk, who spoke with Polish journalists ahead of the special European Council in Brussels on Thursday, an Ukrinform correspondent reports.

As Tusk noted, the war in Ukraine, as well as the shift in U.S. policy and the arms race on the part of Russia, pose "new challenges" to Europe, to which Europe must react.

He expressed his belief that Russia "will lose this arms race with Europe, just as the USSR lost the arms race to the West 40 years ago."

Tusk emphasized that now is "the moment of truth," when Europe must assume greater responsibility for its security.

According to the prime minister, Europe as a single community can prevail in any confrontation with Russia, in particular in the financial, economic, and military fields, since the EU is stronger.

“We just have to start believing in it, and today it is happening,” the Polish Prime Minister stated.

Responding to a question about France’s readiness to deploy a “nuclear umbrella” over Europe, he noted that this proposal is not new as he had already heard it from President Emmanuel Macron.

“This needs to be explored. Now all the defense capabilities of each state must become elements of a common whole,” the Polish Prime Minister emphasized.

Tusk also expressed the opinion that Hungary and Slovakia may express a different view of the security situation in Europe and assistance to Ukraine. In this context, he emphasized that European leaders “will seek solutions that will guarantee the implementation of the set targets even if Hungary does not contribute to this end.” He noted that there have been such attempts in the past, but "the unwillingness of one country was not able to block joint decisions".

The head of the Polish government assured that a concrete decision of the summit should be the allocation of EUR 150 billion for armaments and security, in particular funds for the "Shield East" project to protect Poland's eastern border from Belarus and Russia.

As reported, the EU, with the help of the ReArm Europe loan program worth EUR 800 billion, will be able to rearm Europe and arm Ukraine in its existential struggle against Russian aggression.

Russia reports large-scale attack by over 300 drones

The Russian Ministry of Defense says overnight Tuesday, March 11, Russia was attacked by hundreds of drones, 337 of which were allegedly shot down.

This was reported by Radio Liberty, Ukrinform saw.

According to the ministry’s report, Russia shot down 91 drones over Moscow region, 126 over Kursk region, 38 over Bryansk region, 25 over Belgorod region, 22 over Ryazan region, and 10 over Kaluga region.

Also, UAVs were allegedly intercepted over Lipetsk, Oryol, Voronezh, and Nizhny Novgorod regions.

Zhukovsky and Domodedovo airports have suspended operations due to a drone attack, Rosaviatsia reported. Later, they also noted that arrivals and departures at the Vnukovo airport had been put on hold.

The Moscow Railways reported that the rail infrastructure at the Domodedovo station had sustained damage.

In addition to Moscow, residents of Ryazan are reporting an UAV attack on the Diaghilev military airfield.

At the Engels airfield in the Saratov region of the Russian Federation, as a result of a strike by the Defense Forces on the night of March 20, the Russian army lost missiles, including Kh-101s, which it regularly uses to strike Ukraine.

According to Ukrinform, the head of the Center for Countering Disinformation at the National Security and Defense Council, Andriy Kovalenko, reported this in Telegram.

“The number will be clear later,” Kovalenko said.

According to him, this airfield stores the largest number of missiles used by strategic aviation to strike Ukraine.

As Ukrinform reported earlier, units of the Special Operations Forces of the Armed Forces of Ukraine, the Security Service of Ukraine in cooperation with other components of the Defense Forces struck at the Engels airfield.

On March 20, Russia claimed to have repelled a massive drone attack carried out by Ukraine reporting the downing of 132 UAVs.

According to BBC Russian service, citing Russia's Ministry of Defense, the majority of drones were intercepted in Saratov region (54 drones), Voronezh region (40), Belgorod region (22), Rostov region (nine), Kursk region (three drones), Lipetsk region (one drone), and occupied Crimea (three drones).

Despite claims of successful interception, reports indicate significant damage and fires. In Saratov region, a fire broke out at an oil depot in Engels, as reported by Russian Telegram channels and media citing local residents.

"Local residents from Saratov and Engels reported that around four o'clock in the morning they were woken up by the loud wailing of sirens, followed by a series of explosions. Eyewitnesses also reported a fire in the area of the oil depot in Engels," writes the Shot channel.

According to local authorities, the Engels Town Hospital No. 1 sustained broken windows due to the blasts. A woman was injured in the incident. Roman Busargin, governor of Saratov region, confirmed the attack but did not mention the oil depot.

Ukrainian forces liberate around 16 square kilometers near Pokrovsk – Syrskyi

In recent weeks, Ukraine's Defense Forces have liberated approximately 16 square kilometers of territory near the settlements of Udachne, Kotlyne, and Shevchenko, located close to Pokrovsk.

Commander-in-Chief of the Ukrainian Armed Forces Oleksandr Syrskyi said this on Facebook, according to Ukrinform.

"We continue our defensive operation, are carrying out counteroffensive actions, and have achieved certain successes. Over the past few weeks, we have liberated about 16 square kilometers in the area of Udachne, Kotlyne, and Shevchenko," Syrskyi said.

He said he worked within the operational zone of the Donetsk Operational Tactical Group and, over the course of three days, visited nearly all brigades within the group. He also stressed that on the Pokrovsk front, Ukrainian forces are halting around 30 enemy assault attempts daily and inflicting significant losses on Russia's invading forces.

"I heard briefings from the commander of the Operational Tactical Group, Brigadier General Oleksandr Tarnavskyi, and worked productively with brigade commanders at their command posts. On the ground, I resolved pressing issues related to combat operations, ammunition supply, and logistical support," Syrskyi added.

In addition, he drew attention to the thorough preparation and equipping of combat units and assault groups. Syrskyi stressed that "this must be under constant supervision by the brigade commander and the direct responsibility of the battalion commander."

"I issued the necessary instructions to resolve critical issues and meet existing needs. The enemy has not abandoned its plans -- to push the Ukrainian Armed Forces out of the Donetsk and Luhansk regions and reach the administrative borders of those regions. However, the enemy's plan remains unfulfilled," he concluded.

As earlier reported, 125 combat engagements were recorded between Ukrainian forces and Russian invaders on April 16.

In addition, the Head of State thanked those who work to ensure that Ukraine can repel Russian invaders, who develop and implement new technological capabilities. “I thank all of you. I also thank those who are at peace with Ukraine,” Zelensky added.
