Can Abiys Regime have at least 1 census in a district in Ethiopia?
Mengistu Hailemariam was able to conduct 1 nation wide census during 1984
Meles Zenawi was able to conduct 2 nation wide censuses during 1994 and 2007
Abiy cannot even conduct 1 district wide census!
