I could not say it better. Flood lighting fixtures and pole light fixtures are the best for such historical structues. The lights come with all types of coloring and orientational options. The flood lights can be below ground or surface mounted on grade. I have done one for my business a few months ago and it worked fantastic. The pole light can go as high as 30 feet and can point down to the top head of the structure. With these lights they can make the lion bright as the sun if they want to.

And like you said rapping the decoration light cord around the structure shows how much they hate the lion. The plastics on the rope can deteriorate the structure over time as it get wet from the rain and gets burned from the sun, in conjuction with the heat it will runin its authentic appearance and damage it in the long run
