I think, more or less, that is what Ethiopia is doing. In my guess the main obstacle for the MOU was Somaliland's internal situation. Awdal (Adal) state was never on board with the MOU and the very base Ethiopia wanted is located inside Awdal. So, it is entirely stupid to try to have a military base on an hostile soil. Somalilanders must have a unified yes for the deal to become materialized.

Then there is the point you raised about the disputed land between Puntland and Somaliland. It is reported that Abiy Ahmed and Puntland President are very close friends, even closer than Abiy and Bihi. So, that could have been another reason for why Ethiopia was never committed to sign the MOU.

Recently, as Ethiopian soldiers refused to vacate the various regions of Somalia, there was genuine concern to avoid a Somalian popular perception that Ethiopia was trying to stay there by force a perception that could trigger popular opposition against Ethiopian presence.

So managing the delicate clan politics of Somalians and handling Somalians' emotional and perceptual issues toward Ethiopians is a very hard
