Zoomaliman,
there is nothing that says anything about the MOU between Ethiopia and Somaliland. From what I see, Ethiopia will simply pursue its relations with Somaliland bypassing the Mogadishu clans, as many countries such as the UAE, Djibouti are doing. Sooner or later Ethiopia and the British will recognize Somaliland as a sovereign state.

One thing is for sure - the Galla Ethiopia is not interested in having a port on Somali shores but a coastal land that it owns. This has even recently been confirmed by Ethiopian officials in public. But the agreement in Ankara has put the final nail in the coffin of such a childish daydream.
Therefore, as for commercial activities, to me, in terms of comparative advantage from Ethiopian perspective, it's much more advantageous for Ethiopia to use the ports of Eritrea and/or Djibouti rather than investing in ports in Somalia, which it doesn't own, including the one in Berbera.

This sums it up:
They agreed to work closely together on commercial arrangements and bilateral agreements that would ensure Ethiopia's "reliable, safe and sustainable access" to the sea "under the sovereign authority of the Federal Republic of Somalia".
