For your information, river waters do not belong to anyone. You can own the land but not the water. This is called "riparian ownership". You don't own it even if it flows throughout your own land/property and, in result, you cannot misuse or divert it. For instance, if you find a gold mine 11 meters underneath a river that flows throughout your own land/property, such a gold mine won't belong to you, leave alone transnational rivers, which are subject to cooperative frameworks that form the basis for transboundary water allocation: i.e., international rules, treaties, customary law, and UN conventions, including the UNECE - Convention on the Protection and Use of Transboundary Watercourses and International Lakes, etc.

Therefore, you don't own any river water to sell.
