You don’t understand international rules. Water does not have sovereignty ownership. Ethiopia does not have the power to deny Egypt free flowing water. The flooding part, you are right. Egyptian Engineers have been working on the possibility of the flooding. Sudan is not ready. The Nile passes through downtown in Khartoum. The delay so far was because of that. President Trump lectured the Egyptians very harshly for not bombing the hell out of the dam in the first place. It may not be far fetched if the Emirates is trying to help his Egyptian brothers and sisters.
