Was she talking about the 2% tax? If she passes away, her corpse will only be repatriated to Eritrea once the required tax has been settled. Such events are exclusive to Eritrea.

She told me her 21 year old niece died in Addis and she could not take the corpse back to eritrea because the government found out her mother and her did not make tax payments, they already have been opposing the government as well
They found out after they transported the corpse to Sudan but they were not able to enter eritrea from Sudan so since a day passed they had to bury the niece in Sudan

Such a situation happened in Atlanta, Georgia, when a youthful Eritrean gentleman passed away in the absence of any immediate family members. The local Eritrean community rallied to finance the transportation of his corps to his family in Eritrea for burial. However, the Eritrean embassy asked that the community provide the deceased's valid Eritrean identity card. He was ultimately laid to rest in Atlanta.
