First of all, is he a citizen of one of the five-eye countries headed by the UK in Europe?
If yes, can he ask why his government is hiding from Europe behind the five-eyes?

Aside these questions, from where did he get the idea of “a possible, potential rise of Africa in terms of technology?”
Does he know about a persistent effort to suppress the potential of African Americans, Africans, and Africa to rise technologically?
