MoU Ethiopia signed with Somaliland showing no progress

oronto – The Memorandum of Understanding that Ethiopia signed with Somaliland on January 1, 2024 in Addis Ababa was planned to be finalized within a month’s time.

As of now there are no signs of progress to the next stage. The Ministry of Foreign Affairs of Ethiopia has not released a statement regarding the status of the agreement. The 33 years old de facto government of Somaliland – Somalia’s break away region which the government of Somalia refers to as Northern Somalia – has not released an update regarding it either.

Recently, Somaliland Foreign Affairs has recently released a statement condemning foreign interference in reaction to Egyptian rhetoric against the MoU agreement with Ethiopia.

Much of the details of the agreement is unknown to the public. The Ethiopian government has been saying that the agreement provides Ethiopia with 20 kilometers of coastal access for maritime and commercial purposes in return to a share (unspecified) from the national assets Ethiopia like Ethio Telecom, The Renaissance Dam and the Ethiopian Airlines.

Abiy Ahmed led the ruling party central committee held an evaluative meeting at the end of January and reportedly rated the agreement as positive and expressed a commitment for its finalization and implementation.

The MoU has triggered tension in the region. The government of Somalia has been outraged about it. It saw the agreement as a violation of the sovereignty of Somalia. Abiy Ahmed’s government has been reportedly attempting to explain the matter to Mogadishu but delegates were not given a chance to meet officials. Somalia went further and at one point denied a chartered Ethiopian Airlines plane an airspace when it was flying to Hargeisa.

In addition to mobilizing Egypt, Eritrea and the Arab League, Somalia, on January 23, asked for an urgent security council meeting to discuss its dispute with Ethiopia. According to sources, Somalia cited Article 35 of the UN Charter to justify its application for a meeting. which states that any UN member state “may bring any dispute, or any situation referred to in Article 34 [that is, one that may lead to international friction or give rise to a dispute] to the attention of the Security Council or of the General Assembly”.

Based on local reports, the UN Security council seems to have resolved that the dispute between Ethiopia and Somalia be resolved at the IGAD and African Union level. The Reporter cited a Spokesperson of Ethiopia’s Ministry of Foreign Affairs, Meles Alem, as saying “The UN Security Council recommends that Ethiopia and Somalia resolve their differences through IGAD and the AU.” Ethiopia has requested for an IGAD meeting although it opted to not attend one that was called in Kampala last month.

Somalia has stated that there is “no space for negation” with Ethiopia before the MoU is retracted. State and non-state actors have been calling for a calm and a peaceful negotiation.

Abiy would never put one cent into this so called MOU. It is too risky and illegal. He doesn't control Tigray and has lost control of Amhara region and is bad relationship with Eritrea.

More than a month nothing happened. Nothing but Galla's demanding UK recognise Somaliland. This is Galla thinking. They want others to do their wishes. Abiy himself refuses.

The sociopath has to recognize Somali Land before he signs a contract based on the memorandum between two sovereign countries.
He never planned to recognizes Somali Land, the MOE does not give Ethiopia the right to import/export goods through the port. He just gets only a base for his rudimentary Naval forces. It he only problem with that is, why does Ethiopia need expensive service naval forces. All it needs is to import/export goods through neighboring countries with port access. Ethiopia needs to pay tariffs for the services of those ports. Like it does with the services it gets through Djibouti. But, the man is worried sick with the civil war in Ethiopia that is not going in his favor. He is doing everything to nurse his position as a prime minister in Ethiopia. This is a man who never has slept in a mattress in his life until seven years ago. He rather die than going through poverty he was subjected most of his life up, until he was picked up by the weyanes until a few years ago.

Somaliland republic has lived for 30 years without recognition and Ethiopia has lived landlocked for 30 years. Both can patiently play their games by taking some time. The singular fact is that the MoU has not gone anywhere. It is there!!!

The con artist a.k.a. Mamo killo may have tried to distract the opposition from getting rid off him from power. That part of the game has already failed.
But the aspirations of Somali Landers to coexist peacefully with Ethiopia and the determination of Ethiopians to secure their legal rights to international waters has gathered momentum and support from the international community. Let us park it there for a future legitimate government to work on it and focus on the con artist.
Shame on those Ethiopians who support the blackmailing of Ethiopia by politicizing her legal right for access to the sea.

Folks, this is much more complicated. Access to the sea requires more than 20km2 plot of land along the sea shores of Somaliland Ethiopia needs to negotiate the REAL ACCESS from its borders to the sea which is more than 300 km by road including all logistics, security and financial transactions with Somaliland. To achieve this Ethiopia must recognize Somaliland as a sovereign country. The issue of Naval base is even more Tricky without international recognition concerning military movements. Unless Ethiopia is going to annex or colonize Somaliland Ethiopia will have no international guarantee to move its armed forces by land air or sea. If you observe the arrangements of those countries which possess Naval bases in Djibouti they dont cross borders .they have access to their base from international waters.
