Agames always act for the immediate situation. They never look far ahead. What is advantageous to them now is what they do. In other words, they always act tactically. They have no strategic vision, that is, long term vision. Gebru Asrat is only lamenting the system because it failed them in the long term. He is now looking for a short-term fix to Chigray's quagmire. He cannot come up with a long-term view.
One of the biggest strategic mistakes TPLF made was to start war against Eritrea. The entire Agame clan thought that it was to their advantage to back-stab Eritrea. Will Gebru Asrat now admit that that was a huge blunder. Of course, not: Doing so would inculpate him as he was among the most strident warmonger. Yet, admitting their mistakes would go a long way towards solving their long-term dilemma. Agames are trapped in their short-term views. It is a disability that will keep them down as long as they don't realize that it is their Achilles heal!

Double a,
Why did the Tigrayans establish ethnic federalism? The answer is very simple. The likes of Haile Sellasie kept them hungry and poor for a whole century. That is what they were trying to avoid. No two ethnic groups are closer historically and genetically than the Tigrayans and the Amharas. Who benefited from ethnic federalism, you figure that out yourself.
