መከላከያ በአማራ በጦርነቱ ግዜ ለተገደሉ ያልታጠቁ civilians ተጠያቂ ሊሆን ይችላል? ለዚህም የአማራ የፖለቲካ ልሂቃን ምክር (model template) አዘጋጅተዋል
