Any leader who doesn't kowtow to Neo-colonialist agenda is referred to as a "dictator." The late Venezuelan president Hugo Chavez, for example, was elected to office by the overwhelming majority of his country's people who wanted to see an end to the exploitation of their vast oil resources by a corrupt few in collaboration with Neo-colonial powers. Soon after Chavez nationalized the oil industry to empower the poor, he was called a "dictator."
