What is a Reimbursable Agreement?

It is an agreement that ensures the cost of weapons provided by one country to another in the form of military assistance is paid back in full.

For example, Ukraine's $155 billion foreign debt will continue to grow as it receives more weapons.

That's exactly what Haile Selassie found out when his masters asked him to pay for the weapons he thought he could get in exchange for bludgeoning Eritreans into submission. Since he was wrong on both these counts, it is reasonable to assume that he was wrong in every way, including his blasphemous denial of the existence of God so his subjects could worship him.
