Among the components of the Preitoria Peace Agreement the realization of the Transitional justice is the most important but time taking and a slow process . For justice to be executed the list of the suspects has to be developed and concrete allegation data base has to be compiled against each individual suspect including the government of Eriteria , Ethiopia, Amhara- states as legally recognized institutions.
For the Tigrayan government and individual victims of the Tigray genocide they could have the following possible paths to secure justice:
- Transitional justice as per the Peace Agreement ( it does not include Eritrea)
- Justice through the support of international organizations and super powers such as the UN, USA, EU and China
- Establishing a legislation as part of the Tigray constitution , that empowers Tigray to arrest and to serve justice for those involved in the genocide including Eritreans ( this is similar to how Israel has handled Holocaust suspects).
Therefore, Tigray has to develop a " Genocide Justice Strategy" , that includes the above three paths and it should have a permanent department within it's government that implements the strategy on a continuous and regular basis. At the same time the Tigray government has to continuously issue statements to remind it's people and all stakeholders about the genocide of Tigray and any progress, to assure victims and other stakeholders it's uncompromising position for justice, refute any effort by the Ethiopian and / or Eriterian government to undermine the justice process from time to time etc.
