The World Bank has adopted you. Lock, stock and barrel. So it is only natural that it would say things to make its adopted children happy.
According to WB, adopted children grow at 11% year in year out, while uppity Eritreans grow at minus 4%. We are happy WB likes you, and equally happy WB doesn't like us, and WB is happy that you call it daddy, so everybody is happy.
