1_ Define Tigray " constitutionally "
2_Set up a new kililawi adminstration.
3_Remove Amharas forces from their own territory. If they resisted kill and arrest them.
4_Allow freedom of movement to TPLF ( including the criminal leadership responsible for the death of hundreds of thousands of people and the destruction of property and livestock ) within what is defined as Tigray and in the whole of Ethiopia.
5_Once the government finishes removing the Fanos from their Amhara lands and takes control adminstratively begins the of process re-introducing TPLF to those areas.
6_The governments takes control of Wolkait, Tsegede,Humera and Raya to adminster them on behalf of TPLF. What TPLF couldn't capture gets captured by the government acting as a neutral body.
