If I may guess the part which reads "...in the spirit of pan-African Solidarity to find African solutions to African problems" is meant to convey the message to those uninvited guests but still decided to take the title of "observers" and stick around "you can go home, we don't need your help in any role, observer or otherwise".
Wakeup Africa, is the central message here, it seems to me.

What about the other news of Mekele Airport has come under the control of the central government? I thought that could be more "funny" than trying to deny Ethiopia the right enshrined in the UN-Charter, that gives all member states rights of sovereignty.

It seems you are confusing a satellite state with ordinary state. Ethiopia is a satellite of Eritrea. Yes, Ethiopia has a rep in the UN and you can see Ethiopian flag at the UN compound.
