Yes it is by design. You will need to understand power dynamics in Ethiopia. The people on power now are OPDO i.e Oromo prosperity party. We saw the videos of Eritrean forces claiming to be training Amara's, so them and fano should not be waiting for Abiys army to do anything. Amara's I know are saying the army was fleeing in disarray. The army is weak or being sabotaged, or a combination of both. Time will tell for sure. Remember that politics is a dirty game and if Abiy doesn't care about betraying and selling out Oromos, don't expect hom to care for anyone else.
