Members of the Government of Tigray have done an excellent job of convincing the international community to come to their understanding of the current obstacles to negotiations.

Yep, "swift restoration of electricity telecom banking etc is essential" to keep the TPLF thugs alive. We all know that. But even little children know that you can't have your cake and eat it too. So Agames have to choose between codling the terrorist thugs and their safety, security and well-being. They cannot expect all these services to be provided to them as long as the terrorists are leading them.
The choice is obvious: surrender to the rule of law or live in misery! No self-respecting nation finances insurgency against it.
