There are so many factors to consider. The Addis Abeba that I used to know does not exist, and I have never expected it to exist. When I first visited Addis after awhile staying away what bothered and surprised me most was the rate of crime. I was almost a victim. With luck and fast decision I managed to avert the worst.
But I rationalized the accident.
First, there were more kids who had no family. The aids crises have left so many young kids without two parents. Not all but some of them have resorted to petty and hard core crime to survive.
Second, as the ethnic politics have created opportunist cadres who behaved in the countryside as they have chosen to as long as they had the EPDRF badge to show many, especially those close to Addis, chose to flee to Addis. Uneducated, unsophisticated, without a trade they could rely upon some of them might have chosen crime as a means of survival.
Third, as the city dwellers number grew astronomically while the government institutions and bureaucracy lag behind to cope with that unbalance have created opportunity for crime to flourish.
Like my friend who has lived all his life in Addis said in fact Addis Abebeans by far are more avert to crime than any other people on the face of the earth. Considering the lives they have lived recently the crime rate in Addis is not that might not be expected he concluded.
As an Ethiopian who has lived the best and worst time of Addis, he might have a soft spot for the city and her downtrodden people. But you can’t just toss away his comment as the cry of a liberal who always sees injustice when there is none. My friend indeed has a point.

Addis is not the one used to be as in the past. The city is full of alien faces and crime is being committed in open air. House and car robbery have never reached to this level. Hung up and snatching personal properties are very frequent. The thieves are even using public taxi to trap the victims and take their properties and throw them in the ditch. I know many live witnesses of several sorts of crimes being committed currently. Literary everyone is robbed his or her phone, cars are being robbed from where they are stationed. The police and other security askaries (they are called "Denb") is partisan of the thieves. Even some thieves disclose the police/denb would first make an assessment of the potential resources to rob. Then they send the thieves and then they share the values of the robbed properties

The number of beggars on the street has increased astronomically. Same for the tribal cadres, especially the qerros and the primitive wolega child eater olf have safocated the city. Addis is very ugly even to walk around despite the presence of entertainment places and hotels of high quality
