አንዳንድ ምንጮች እንደገለፁት ለዚህ ፕሮጀክት የተለያዪ አለም አቀፍ ድርጅቶች ወደ 60 ከመቶ ወጪውን የሸፈኑ ሲሆን፣ የተቀረው ደግሞ ከመንግስት ካዝና መሸፈኑን የኤርትራውን ፕሬዝደንት ዋቢ አድርገው ዘግበዋል።
በቀጣይም ጥልቅ የውሀ ኩሬ ለማስጀመር ብድርና እርዳታን በማፈላለግ ላይ መሆናቸውን እና የዳያስፖራው ሚና ቁልፍ እንደሆነ ፕሬዝዳንቱ አክለው ገልፆዋል!!!
