Abiy is blaming religious institutions as breeding ground for corruption , is he intentionally diverting blame?
Ethiopia is now almost 100% corrupted from bottom up and top down including Abiy. That includes all religious, education, medical, military, security institutions as well as the whole government civil service providers. Based on the experience on ground corruption has increased by ten fold over the last four years. Abiy has to clean his PP members and all the civil service providers as a top priority prior to addressing non- governmental institutions. Any regulation and action that will be initiated by the government against non-governmental institutions including religious ones will be used by the civil servants to extort money from those institutions and it shall be a failure in fighting corruption. As a priority Abiy has to clean top down from himself, PP members, civil servants etc, however, I doubt if he can do that as he has been using corrupted practices to consolidate his power. It is not easy to change the habits of an old dog and PP is a "gathering of opportunist dogs" of TPLF.
