With out reading too much in to the semantics I think Withdrawal of Charges is as the same as Dropping the Charges.

From the pieces of information coming out slowly, it is evident the US is working hard to squarely blame Eritrea for the war, the fake atrocities; and to destroy the nascent Eritrean and Ethiopian relations. And derail and thwart China and Eritrea recent agreement on the economic front.
