You can cut and slice it any way you want - America has not even found the handle for its Horn of Africa policy. Consider this: Egypt is a bad apple as far as the Horn goes. Yes America assign Satterfield a friend of Egypt to fix the US-Ethiopia debacle. The Sudanese people are demanding Egypt out of Sudanese affairs- yet US is sending an Egypt operative to fix the Sudan-US debacle. In short, US continues to lose (get isolated) from Africa because America still views Africa as its neocolonial asset.
