Abiy as a genocide suspect has no where to go except to fly to Asmara and establish a government on exile since he will be hunted as a genocide suspect by the Tigray people. The only option he has is to be with Isaias. Isaias also want him not to go to other country in fear of Abiy leaking confidential information between them.
