I think, I have the feeling that the longer this war takes to end, the more it is very critical for both the gov & Rebels, but it would hurt much the TDF and OLA.
Reasons:
War fatigue, more deaths from the TDF side, and only oldies and very young kids, not effective in fighting. OLA could have as many as the government can supply, but OLF is not effectively recruiting and I think their training is also lousy.
How to overcome this?
Use Dispersion and special military operation/mission unit
Try to either negotiate/reconcile with K-7 or do the maths and come up with special military operation squad/Unit that could assasinate K-7, get in to the center of the country and disperse the PP power. So, that

I never thought even for a second that you are such A BIG FOOL as to think even remotely that such rogue and frustrated outlaw anti state Jolly jack banditos may come to win against the motivated, popularly supported, material and human resources rich country and able government. Those guys just wanted to shoot, loot and enjoy as long as it takes. Even the miserable mice living in abandon cow barns always dream that one day they will fight and defeat all the cats in the world so as to live freely on other peoples grain stores and fresh cooked or row cat foods which all the mice envy to death.
They know that they will be beaten over and over again and rendered useless beyond any repair because they have nothing to fight for except trying their chances, or fishing so as to say to grab power easily from the people who have just elected their government in a free and fair election never seen never heard before in Ethiopian history for the last some 3000 years.
