Ethiopian government and its forces have been fighting Tigrayan forces since last November and to date there's no sign that they're winning this war militarily. In addition, all international eyes are on the Ethiopian government and their pressure is gradually piling up on it.

Therefore, since Tigrayan forces and co. are edging closer to Addis and the Ethiopian government seems unable to bring these forces and their orchestrators under its domination and control and is rather resorting to asking residents to take up arms, it should seek political and peaceful solutions that do not grant Tigray any special rights or privileges.

The winner always dictates the political agreements to its favor. Arming the residents of 5 mil population is very dangerous as well. Add to that the Shene factor, it is really messy. What weyanes wants is for Abbiy and his government to vacate.
