UN probe on Tigray lacks independence and completeness! By Abrar Fitwi

The UN mandated fact-finding missions, commissions of inquiry and investigations are used to respond to serious violations in human rights and are mandated to independently collect evidence on allegations of crimes and violations. Currently the UN has fact-finding missions, inquiries or investigations on several countries.

The independent fact-finding mission on Libya had three members from the UK, Morocco and Jamaica. No one from Libya. The UN examination of the human rights situation in Belarus consisted three members from Canada, Russia and Serbia. Nobody from Belarus.The independent fact-finding mission on Myanmar is composed of three members from Australia, Sri Lanka and Indonesia. Not anyone from Myanmar. The independent fact-finding mission on Venezuela has three members from Portugal, Argentina and Chile. None from Venezuela. A UN commision of inquiry on Brundi has from the UK and Senegal. No member from Brundi. The independent commission of inquiry on the Syrian Arab Republic consists of three members from the US, Brazil and Egypt. It doesn't include any member from Syria.

Its unclear why the investigation into allegations of war crimes and human rights violations in Tigray/Ethiopia included the Ethiopian Human Rights Commission. Why Michele Bachelet accepted a joint investigation when it clearly puts the safety of victims and witnesses at risk and compromises the independence of the investigation? Why Daniel Bekele, who is accused in whitewashing gross human rights violations in Tigray through compromised methodologies, is allowed to parner?
Unsurprisingly, the actual investigation did not include most of the places in which serious human rights violations have taken place including Mahbere Dego, Mariam Dengolat and Axum. The investigation was initiated primarily because of the CNN and Amnesty reports of civillian killings in those places but the investigators visited none of them. Instead, they visited places such as Dansha, Humera, Gonder and Bahirdar.


Based on the update presented on Sept. 13, the US funded investigation report to be delivered tomorrow (Nov 3) appears to be lacking two vital qualities of a credible independent investigation - independence and completeness.
