The three possible governmental structures are:
(1) Unitary ( the old structure of Ethiopia envisioned and supported by Amhara elites)
(2) Federal states under the umbrella of the Federal government( supported by Tigray, Oromia etc)
(3) Soverign and independent states under the umbrella of a union similar to the European Union( could be supported by Tigray, Oromia etc)
The Unitary structure is not supported by nations and nationalities of Ethiopia except the Amhara elites. Forceful implementation will take Ethiopia backward and will ultimately cause it's disintegration.
The Federal states structure is good but does not fully meet the aspirations of nations and nationalities such as Tigray and Oromia. It is also risky as it is currently demonstrated by the over interference and betrayal of the Federal government on Tigray and Oromia
The Ethiopian Union both meets the aspirations of nations and nationalities and it is less risky to the states( for example, the European union that was envisioned after the world 2 war brought stability and advancement to Europe).At the same time the Union enables a liberalized border, dual and multi citzenship , economic, social and military integration etc.It is also the natural evolutional transition from the existing Federal states to the Union of willing independent and soverign states. The Union will have by far strong économy and military compared to the existing Ethiopia and it will enable the Horn Africa to be competitive against gulf countries and other economic blocks in Africa.
The simultaneous establishment of soverign states and creation of the Ethiopian Union looks the most attractive option Ethiopia has to follow.
