Heck, many say PP isnt even favored in most kilils let alone Tigray! So how is it going to prevent looming famine in an area of war that it could have avoided by going into Lidetu-Jawar mode of politics as far back as September last year?
"Remnants" should have been configured into the equation of war and settling society after the war ended. Alas, there seems to be acts to the contrary such as burning farms and plundering farm equipment that famine is now inevitable.
PP whose terms expired long ago and has since totally failed to implement a free-and-fair governing system in the country. Its performance is even worse and detrimental to the settling of Tigray and highly unlikely to ever come to a dictatorial governing capacity!
Failed PP in the country and failed PP in Tigray, what is to be done? PP is mocking the effect of sanctions (perhaps is warranted in lieu of Trump's cut of cash to 1billion), and knows too well that short of military intervention, its positions stay unaffected in Tigray;famine or not!

Re: What are the chances of PP governing Tigray & preventing famine?
PP can go to hell tomorrow, if the need may necessiates that, but Ethiopia will never succumb to the evil advised pressure from outside.

Re: What are the chances of PP governing Tigray & preventing famine?
US senate resolution is not a 'sanctions' resolution for 'Tigray'! It is a total solutions resolution for a sustainable ethiopia using all departments of government! Since Tigray, the most affected it gets the most consideration!
It is incredible that this 'total solution to sustainability resolution' is being duplicated by Europe and African countries and is bound to expand.
1billion worth of US money, where education and health are spared in effect leaves half a billion of duress leverage on an axis of evil dedicated to stay in power, hell or high water it is too short of a leverage stick. It still will scratch but wont deliver a total solution!

Res. S. R 97 is such an Ethiopian Patriotic Bill, it wll have a street named after it. Churchill Road, ቸር ቸር ጎዳና is a reminder.
Hell is a magnitude of scale so outrageous in context to PP! I leave you to your off context dramatization. PP is unable to govern tigray and prevent famine; PP is unable to bring about free and fair election and stabilize ethiopia is the statement I made about PP...and all this mess because it colluded and picked one transitional roadmap amongst many!
