The Ethiopian government should tell them that is the next step if they don’t stop their noise about hydro power dams that are not going to reduce water flow to Sudan or Egypt.
There could be small reduction during the fill up of the dam, after the fill the water has to flow down stream... all the noise is to stop Ethiopia from prosperity
