This is reminiscent of Col. Menghistu's "ቂጥቂጡን በሳንጃ" comment. His lack of understanding of what rape means to women will come to haunt him. The West will make sure he pays for it dearly.

"ቂጥቂጡን በሳንጃ" or something else, there is one undenied fact. If people were affected by the said crime of any scale, then the first responsibility is on those who opened the door to keep people safe wide and let the alleged perpetrators in.

If you open the door and allow in an intruder, then what do you expect after being looted or beaten or even killed?

In the place where I live, I can make a claim of insurance to cover for my loses, for example for theft and the likes, only if I did my own due diligence before hand.
