It's very highly unlikely that Russia and China will support US proposals for UN sanctions against Ethiopia, or Eritrea for that matter, given the current tense U.S.-Russia relationship under Biden. The only available option for the US is to impose unilateral sanctions, which in previous cases had shown to hurt American companies more than the target nations.

China has also learned a valuable lesson from its past experience in Libya, where all its citizens were expelled and its companies shut down following the violent overthrow of Gaddafi, so China will veto any US sponsored UN resolutions for sanctions against any African nation, and especially against a country like Ethiopia that China views as its gateway to the African continent.
