Hadera Abera is one of the few Tigreans who still worked in NISS and helped Meshrefet in spying on Tigreans. Hadera was next to Tesfaye Weldeselasse during derg era, and next to Weyane's Spy Chiefs such as getachew asefa and others before him.
Some are now saying Meshrefet is sending Hadera abroad under the cover of Ambassador in order to spy on Tigrean diaspora.
