"ኢፌዲሪ" ወይስ "ኢፌኢሪ"
"Theories of secession Edited by Percy B.Lehning(2005)" ስለ መገንጠል ፅንሰ ሐሳቦች ከተፃፉት መፅሐፍት ከምርጦቹ ተርታ ይሰለፋል። በተለያዩ የዘርፉ ምሁራን የተዘጋጀውን ይህን መፅሐፍ አዋቅረው በአግባቡ ያዘጋጁት የሮተርዳሙ የፖለቲካ ንድፈ ሐሳብ ፕሮፈሰር "Percy B. Lehning" ናቸው።
ፕሮፈሰር "Percy B. Lehning" ገና በመፅሐፉ የመጀመሪያ ምዕራፍ ላይ ስለ "Demos" እና "Ethnos" ዘርዘር ያለ ማብራሪያ አስቀምጠዋል። "Demos" የሚለው ቃል መሠረቱ ግሪክ ሲሆን በአንድ መልክዓምድር ውስጥ የሚኖረውን ሕዝብ...The People.. የሚወክል ነው፣ ዲሞክራሲ የሚለው ቃል ደግሞ የሕዝብን ልዕለ ኃያልነት...People power...የሚያመለክት ቃል ነው፣ በሌላ አንፃር "Ethnos" የሚለው ቃል የሚያመለክተው በአንድ መልክዓምድራዊ ክልል ውስጥ ከሚኖረው ሕዝብ ውስጥ ተመሳሳይ የዘር ግንድ (common descent) እና ባሕል አለን ብለው የሚያስቡትን ነው(የዘውጌ ማንነት)። ስለዚህም አንድ ሀገር የፖለቲካ ተቋማቱንም ሆነ የመንግስት አወቃቀሩን ለመዘርጋት ከ"Demos" ይልቅ ለ"Ethnos" ቅድሚያ ከሰጠ ሀገሩ ዲሞክራሲያዊ ሳይሆን ኢቲኖክራሲያዊ ይሆናል(Ethnocracy..Ethnos power!)
የኢትዮጵያ ሕገመንግሥት ከ"Demos" ይልቅ ለ"Ethnos" ቅድሚያ ትኩረት እንደሚሰጥ ለመገንዘብ በሕገመንግስቱ ውስጥ...ብሔር፣ ብሔረሰቦችና ሕዝቦች... ከሚለው ሐረግ መጥቀስዐበቂ ነው። ኢትዮጵያ ውስጥ የገዥው ፓርቲ የፖለቲካ ፓርቲዎች ብቻ ሳይሆኑ የፌዴራል ሥርዓቱም ጭምር የተዋቀረው "Ethnos"ን እንደ ዋና መስፈርት በማጠንጠን ነው...Ethiopian political status can be catagorized as a full-fledged ethnocracy!
ፕሮፈሰር "Percy B.Lehning" ፖለቲካዊ ቁመናን በዘውጌ ማንነት (ንዑስ ብሔርተኝነት) ማዋቀር በሊብራል የዲሞክራሲ ንድፈ ሐሳብም ይሁን በሪፑብሊካን ንድፈሐሳብ ዕውቅና የሌለው ዕሳቤ መሆኑን ካስገነዘቡ በኋላ ለአንድ የፖለቲካ ማህበረሰብ ግንባታ ከሕዝብ(Demos) ይልቅ ለዘውጌ ማንነት(Ethnos) ቅድሚያ መስጠት የተሳሳተ ግንዛቤ መሆኑን ያሰመሩት እንደዚህ በማለት ነው፦
"The manipulable concept of ethnos should not determine the constitution of the demos. The idea of (common) citizenship is completely at odds with the idea of belonging to a pre-political community(Ethnicity) integrated on the basis of descent, a shared tradition or a common language."
እንግዲህ ነገሩ እንደዚህ ከሆነ "ኢፌዲሪ" በሚለው መጠሪያ ውስጥ "ዲሞክራሲያዊ" የሚለው ቃል ፈተና ላይ ሊወድቅ ነው ማለት ነው። የፖለቲካው ዋልታና ማገሩ በኢቲኖስ ላይ የተመሠረተ ሀገር በመጠሪያው ውስጥ "ዲሞስ"ን የሚያስቀድመው በምን መስፈርት ነው? ስለዚህም ስያሜው ከኢፌዲሪ ወደ "ኢፌኢሪ" መቀየር አለበት... የኢትዮጵያ ፌዴራላዊ ኢቲኖክራሲያዊ ሪፐብሊክ ተብሎ ነው መጠራት ያለበት! በነገራችን ኢፌዲሪ በሚለው ስያሜ ውስጥ በጥያቄ ምልክት ውስጥ ያልገባ ቃል የለም። "ፌዴራላዊ" የሚለው ቃል በራሱ በብልፅግና ፓርቲ እስከ ዛሬ የነበረው የውሸት ፌዴራሊዝም እንደሆነ ተነግሮናል (የአንድ ሀገር የአስተዳደር አወቃቀር የውሸት ፌዴራሊዝም መሆኑን ለመረዳት 27 ዓመታትን መፍጀቱ በራሱ ተዓምር ነው) እንዲሁም "ሪፐብሊክ" የሚለውም ቃል የውሸት ስለመሆኑ ብዙዎች ምሁራን የሚያነሱት ነው(እንዲያው ለነገሩ እንጂ ኢቲኖክራሲ በሰፈነበት "ሪፐብሊክ" ብሎ ነገር የለም)፣ ታዲያ እሱንም "የውሸት ሪፐብሊክ ነው" ለማለት ሌሎች ሃያ ምናምን ዓመታት ያስፈልጉን ይሆን? ይህ የብሔር (የዘውጌ ማንነት) ፖለቲካ ያላመሰቃቀለብን ምን አለ? የዘውጌ ማንነት ፖለቲካ ከሰብ-ሰሐራ ሀገራት አንፃር እንኳን የፖለቲካ ዕሳቤ እርከናችንን የኋሊት ጎትቶ ጅራት አድርጎናል፣ ለፖለቲካዊ ዕሳቤ መቀንጨር አሳልፎ ሰጥቶናል። ልክ አለመሆናችንን የምንረዳው ከ30 ዓመታት የትውልድና የሀብት ቤተሙከራ በኋላ ነው።
በነገራችን ላይ በዚህኛው ፅሁፌ ላይ በለሆሳስ ያነሳሁት የኢቲኖክራሲ ፅንሰ ሐሳብ ሰፋ ያለ ነው። ዝርዝር ውስጥ ሲገባም ወደ አምስት ንዑሳን ትርጓሜዎች አሉት። ስለ ኢቲኖክራሲ ሲነሳ የእስራኤላዊው የፖለቲካና የሌጋል ጂዖግራፊ ፕሮፌሰር የሆነው የ"Oren Yiftachel" ስም አብሮ ይነሳል (Ethnocracy: Land and Identity Politics in Israel/Palestine, 2005 መፅሐፍ ደራሲ)። ለዛሬ ግን የ"UN Peacekeeping in Civil Wars,2008" መፅሐፍ(በ2010 በዩ.ኤን. አካዳሚክ ካውንስል ምርጥ መፅሐፍ ተብሎ የተመረጠ) ደራሲ የሆነችው Lise Morje Howard ስለ ኢቲኖክራሲ ያስቀመጠችውን እንደሚከተለው ላስቀምጥላችሁ፦
What makes an ethnocracy? It is a political system in which political and social organization are founded on ethnic belonging rather than individual choice. Ethnocracy, in this sense, features :
1. Political parties that are based foremost on ethnic interests.
2. Ethnic quotas to determine the allocation of key posts
3. State institutions, especially in education and security sector, that are segmented by ethnic group.
በመጨረሻም ኢቲኖክራሲ ዙሩን እያከረረ ሲሄድ ወደ አምባገነናዊ አፓርታይድ ሥርዓት እንደሚለወጥ ልብ በሉልኝ!

This is a great write up. I am not sure if the officials in the government do indeed want to see the issue for what it is and follow a corrective measure. I am resigned to think that there will be enormous civilian causalities and destruction of properties before there is a course correction. TPLF identity politics in the country which eventually became the cause for its annihilation. Those who do not learn from others mistakes are doomed to follow same path.
More than 100 farmers are massacred today in Metekel Zone just because they are perceived to be Amhara and Agews. Mind you, these people are indigenous to the area but, by the design of ethnic politics, they are made the targets of genocide which the government seems to unable or unwilling to stop. This creates a fertile ground for the targeted community to take the law in their own hands and go for revenges that could potentially spiral in to a wide scale civil war.
