I found Mengistu's views on Amharic language & Ethiopian Unity sound.
I am not but, if I were some influential member of an Amhara organization at this moment, I would suggest to adapt the Somali language as an elective in High Schools in "Amhara" State. That is in honor of brother Mustafe!

Do you think an "Amhara"/Ethiopian would hesitate to invest in Somali State today? Think again!

I don't think anyone asked you to learn a different language in your own kilil, but as far as you are out of your own kilil, then they are demanding from you
firmly to speak to them in the language they understand you well.
Coming to them to get some service or advantage, like the investment you are talking about here as an example, and trying to impose your own language on them instead of you trying to learning their own language and calling them "gemed-af" for their failing to understand you in that language well should be the thing of the past, my friend.
I came to someone's land and the first thing I tried to gain was to learn and be able to communicate with the people i became part of. They made latter even mandatory to learn their language, is something wrong with that in your view?
I already said to Abera before that if you think you don't need the language, then you shouldn't be forced to learn as well. Oromia region in Ethiopia is a power house of the economy and market of the whole country and beyond. If you think Oromia needs you more than you need Oromia, then you don't have to be forced to learn. (When I write "you" in this message, it is not meant a definite pronoun, rather supposed to be an indefinite one).
