I think that is a wise move to have something documented for backing up the bitter dispute that will inevitably come up. Aside from that, we should respect the will of the majority of the people of that Region, if it indeed is their desire. Unity without equality, justice and democratic governance is just a vehicle to perpetuate unnecessary competition and mutual destruction. To be a great nation doesn't mean to have huge landmass and a live in never ending unnecessary tussle. They hate everything they see about the country and its people. If they (the great majority of the people) see merit in separation, it is better that they go. If on the other hand, it is the few elites who are insulating themselves from the huge crime they committed when they were controlling the state power, then we should help the people free themselves up from tyranny they have been shackled by.
