Tegaru Migrants Are Forced to Return Home, Some With Coronavirus



Stigmatized, out of work and facing dangers, migrant laborers are returning by the thousands — and may be fueling a growing outbreak in Ethiopia.

ADDIS ABABA, Ethiopia — Unemployed and shunned as possible coronavirus carriers, Ethiopian migrant laborers are returning home by the thousands, placing a huge strain on Ethiopia’s poorly equipped medical system.

More than 30,000 workers have re-entered Ethiopia since mid-March, according to the government, some of them after suffering abuse and detention in unhealthy conditions in the countries they left, often on the Persian Gulf or in other parts of Africa.

Birhan Tesfay, 27, left Ethiopia hoping to find work in Saudi Arabia, but turned back as the pandemic spread. He said he paid smugglers $300 to cross the Red Sea from Yemen to Djibouti in the middle of the night on June 5.

“We were shot at by Djibouti’s navy on our way back,” he said in a telephone interview from a quarantine center. “One migrant died while the smugglers attempted to escape.”

The Yemeni militiamen rumbled up to the settlement of Al Ghar in the morning, firing their machine guns at the Tegaru migrants caught in the middle of somebody else’s war. They shouted at the migrants: Take your coronavirus and leave the country, or face death.

“The sound of the bullets was like thunder that wouldn’t stop,” said a migrant from Tigray. “Men and women get shot next to you, you see them die and move on.”

The Houthis, the Iran-backed militia that controls most of northern Yemen, have driven thousands of Tegaru migrants out of their territory at gunpoint over the past three months, blaming them for spreading the coronavirus, and dumped them in the desert without food or water.



Others were forced to the border with Saudi Arabia, the Houthis’ primary foe, only to be shot at by Saudi border guards and detained in prisons where they were beaten, given little food and forced to sleep on the same floor that they use as a toilet.

TPLF generated up to $22 million in 2020 by trafficking Tegaru youth to Yemen




Yemen is a bad place to be a migrant, but it’s great if you’re in the business of people smuggling and trafficking. A 2017 report said “revenues from migrant smuggling in Yemen were easily several million US dollars per year.” Based on data from 2016 and earlier, the UN office that deals with people smuggling and trafficking, UNODC, estimated that the sea passage from the Horn of Africa to the Arabian Peninsula generated up to $22 million a year for smuggling networks.

For migrants themselves, the journey is expensive. From the initial payment of around $200-$500 to get from Ethiopia to Yemen, the costs increase. Typically, when migrants are detained in Yemen, traffickers demand sums of $1,000-$1,500 from the families in exchange for their release.

“The costs mount up during the journey. I would say they could be as much as $10,000 for someone who would make it through to Saudi Arabia. It’s a very, very high price,” Rottensteiner said.
